What is the cheapest, safest country to travel to?

I am looking to travel, next summer-ish, to a new country I have not visited before. Europe is too expensive at the moment. And we want to be near the beach. We were thinking about Bali. Do you have any other suggestions?
I live on the west coast of the USA

Since most of the population in Indonesia are Muslem, Bali is not exactly the safest place in the world to travel. Remember the bombing of a bar there on Kuta beach about 10 years ago (from memory) that killed a lot of people, including many Australian and American tourists?
However Bali is a small island, and as far as I know it’s still pretty peaceful there. I don’t think the terrorist bomb was the work of locals.
Bali is a pretty island – lots of interesting temples to visit, including one where you get set on by the monkeys that live there, so watch out for your jewellery and anything shiny. Plenty of good souvenirs to being hope, from batik to coconut trees carved out of balsa wood.
I didn’t see where you were from, but I’m assuming the USA and probably more on the West Coast, since Europe from the East Coast would still probably work out cheap. Bali 20 years ago (when I was there last) was dirt cheap – I mean incredibly cheap! It still should be very affordable.
Anywhere in the Pacific should be good if you are West Coast USA, but be prepared to pay a high price for Hawaii or anywhere like Tahiti or Raratongas. Fiji might be reasonable as far as costs while you are there.
